Why is revenge by a woman to a man seen as empowering or justice but vice versa is seen as small and petty?

Revenge is self-service, not justice. It is the behaviour of an emotionally compromised individual, man or woman - someone who hasn't got a good hold on their emotions and has the mental depth of a child feels a need to exact revenge on others.
