Can I send a cease and desist letter to someone for multiple unwanted calls?

The whole mess that started with our former tenant/friend who abandoned our property without paying or emptying the property, returning keys, etc and moved out of state. He also has a child that lives in this area with her mother and when he moved out of state and said he had no money for timely child support, she petitioned for sole custody and child support. When asked by the mom's attorneys, we gave a sworn statement that attested to the baby items were abandoned on the property. And subsequently, we gave statements to them that we were receiving messages from him saying "please kill me and put me out of my misery. i'll reimburse you for the ammo.." and "it's your fault i don't see my daughter" and things along those lines. We haven't made contact with him since he left the house more than 5 months ago (what's the point, he'll never pay us back) and we haven't responded to his repeated calls and messages except once a month ago where my husband told him that he's an jerk and just leave us alone. Recently, he's moved back to the state and the calls are just becoming unbearable. For example, last week we got 25 calls in a two hour period. They started up the next morning at 7 am. Then he sends text messgaes calling my husband and me explitive names. I don't have the money to get an attorney, but was thinking that at least I could write my own cease and desist letter in terms of the calls and messgaes as a starting off point. Luckily things have been quiet for serveral days. Will that help down the line if this escalates?
