Is there any alternative ways than having your PE teacher have kids pick who they want on their teams?

Okay, most Phys ed teachers have captains - the students pick who they want on there teams. So, a lot of times you have the ones who always get picked last in cl whenever you play flag football, bball, or any other sport required with captains. So, my PE teacher has kids pick what team they want to be on. Does this seem more fair than having the kids pick who they want on THEIR teams?
