My neighbour is using my wireless, not able to set pword. Am I allowed to mess with them?

In order to avoid your neighbor to access your router,you can set a wireless key but as you said you are not able to set that up,so you could go to the admin page of your router and in mac filtering,just insert you computer or device mac address through which you surf internet.This will not allow your neighbor to connect to your router.
