How come "Don't Ask, Don't Tell" military policy reinstated? Hasn't Obama signed a law repealing it?

*sigh* Don't Ask, Don't Tell was never repealed and it won't be until the Secretary of Defense tells the President that the military is ready to get rid of it. This provision is in the "repeal" law signed by the President.
